The ozone between the surface and the and the tropopaus forms only a fraction of the ozone over most locations. Neverless, it absorbs solar Uv more efficentcy than an equal amount of Stratospohere ozone. This is becuase scattering dust and areolsae increded the distence that rays of sunlight travel on their way to the surface.
